About the Role:
Are you passionate about upholding licensing regulations and ensuring the safety of our community? If so, we have an exciting opportunity for you to join our team as a Licensing Officer. In this role, you will play a vital part in the implementation, enforcement, and administration of licensing within our jurisdiction, focusing primarily on Taxi and Private Hire Vehicles, Licensing Act, Gambling Act, and other relevant licensing legislation.
Key Responsibilities:
1. Premises Inspection: Conduct inspections of licensed premises, both proactively and reactively, to ensure compliance with license conditions, management rules, and consents. Make recommendations for license application approvals and renewals as necessary.
2. Vehicle Regulation: Inspect carriages and private hire vehicles to maintain cleanliness standards, monitor general appearance, and ensure compliance with bylaws, license conditions, and council policies. Lead regular meetings with hackney carriage proprietors, private hire associations, and council members.
3. License Compliance: Continuously review all issued licenses to ensure adherence to attached conditions and conduct regular examinations of records related to private hire bookings.
4. Investigations: Investigate complaints, gather evidence, conduct visits (including outside normal working hours), and enforce statutory notices related to licensing activities.
5. Representation: Represent the service and provide evidence in cross-service meetings, committees, legal proceedings, public meetings, and licensing sessions involving commercial licensing issues.
6. Collaboration: Collaborate with other council services, licensing organizations, police, fire services, and relevant agencies on licensing matters, ensuring proper consultation procedures.
7. Research and Advising: Maintain an information resource on technical and legal aspects of licensing. Advise the Service Manager on the impact of new legislation and its implications.
8. Documentation and Administration: Prepare and manage correspondence, licenses, briefs, plans, and other documents. Maintain records and administer duties associated with the role.
About You:
- Good general education with a minimum of GCSE level grade C or above in English and Maths or equivalent.
- Broad understanding of licensing legislation.
- Working knowledge of evidence collection principles.
- Experience in enforcement actions and court appearances.
- Over 2 years of experience in a Regulatory Service within Local Government.
- In-depth knowledge of law and administration principles related to licensing.
- Commitment to honesty and probity.
- Enthusiastic, motivated, and dedicated to serving the local community and promoting public safety.
- Fluency in spoken English.
- Self-motivated and capable of working with minimal supervision.
- Effective communication skills at all levels, including handling difficult clients/situations.
- Ability to make well-reasoned decisions.
- Strong written communication skills, including report writing.
- Effective presentation and training skills.
- Motivated by achieving goals and improving public safety.
- Desire to achieve high levels of professional competence.
- Awareness and understanding of equal opportunities and diverse needs.
- Access to a vehicle for conducting duties.
