The Role:
As a Public Protection Officer, you will play a vital role in ensuring compliance and enforcing enforcement legislation related to public protection functions. You will collaborate with various stakeholders, including the Police, Fire Service, Environment Agency, and utility companies, to enforce relevant legislation and provide specialist advice across multiple disciplines.
Qualifications and Responsibilities:

Qualifications:
- You should be educated to at least GCSE standard 'C' or above (or equivalent) in Maths and English.
- Qualifications or training in PACE (Police and Criminal Evidence Act) will be beneficial.
Duties and Responsibilities:
- Maintain a comprehensive working knowledge of licensing and enforcement legislation, including public protection, licensing, and registration functions.
- Interpret and implement public protection legislation, guidance, and technical information effectively.
- Enforce relevant local authority public protection legislation in coordination with various bodies and agencies.
- Address complaints related to public protection areas, such as hackney carriages, private hire vehicles, gambling licenses, environmental crimes, and rogue landlords.
- Prepare reports, statutory notices, and correspondence in accordance with the Council's public protection enforcement policy and priorities.
- Gather evidence for formal proceedings (prosecutions and formal cautions), conduct interviews according to PACE, and represent the Council in court when required.
- Assist the Public Protection Manager in dealing with objections to premises and vehicle license applications under various Acts.
- Liaise with other council services, police, and fire service as appropriate, occasionally working outside normal office hours for enforcement activities.
Person Specification:
To be a successful candidate, you should possess the following qualities:
- Prior experience in an Environmental Crime, licensing, or enforcement role.
- Excellent face-to-face communication skills while dealing with members of the public.
- The ability to handle telephone and email enquiries professionally and efficiently.
- Effective conflict resolution skills in a calm and diplomatic manner.
- Experience in interpreting legislation, policy, and guidance to contribute to local policies and procedures.
- Proficiency in carrying out complex criminal investigations, preparing evidence packs, and attending court for formal criminal proceedings.
- A good knowledge of relevant legislation, including the Licensing Act 2003, Gambling Act 2005, Local Government (Miscellaneous Provisions) Act 1976, and other relevant Acts.
- Capability to represent the authority at external meetings and act as a professional witness.
- Strong IT skills, particularly in Microsoft Office, and excellent written and verbal communication skills for preparing detailed reports.
- The ability to work independently, make decisions within pre-determined guidelines, and manage workload efficiently.
- Team-oriented with the capacity to work under tight deadlines and prioritize conflicting tasks.
- Committed to delivering high levels of customer care and embodying the council's values and behaviors.
- Willingness to occasionally work outside normal office hours.
- Possession of a full current driving license and access to a vehicle for work purposes.
