The New Mexico Lottery Authority (NMLA) is seeking a highly qualified and experienced Chief Operating Officer (COO) to assist in the day-to-day operations of the organization under the supervision of the CEO. The COO will be responsible for overseeing business operations, and ensuring compliance with lottery policy and procedures, New Mexico Lottery Act, and other applicable statutes and rules.

The ideal candidate should have an extensive familiarity with lottery operations and business practices, and possess a four-year degree in business administration, public administration, or a similar field. Additionally, the applicant must possess sufficient prior experience in general functions of lottery operations wherein the ability to perform all executive duties has been amply demonstrated.

As the COO, the successful candidate will serve as the Chief of Staff and will work closely with the CEO and the Executive Management Team to ensure the efficient and effective operation of the lottery. The COO will be responsible for directing and managing the development and implementation of strategies and processes, including the necessary infrastructure and support to achieve the lottery's mission of driving sales, measuring outcomes, and improving processes.

Other duties of the COO include overseeing contractual compliance matters with retailers and vendors, developing and implementing lottery operational plans, leading and managing the collaborative effort of the Executive Team to achieve lottery goals, establishing results-based performance measurements for lottery business operations, and fostering improvements through automation and IT initiatives.

The COO will also assist the CEO in the development of NMLA's Business Plans, Budgets, and Strategic Plans, collaborate with the Chief Financial Officer to lead the Executive Team in the preparation of proposed budgets, and ensure ongoing commitment to customer service and continuous improvement. Additionally, the COO will serve as one of the lottery's liaisons with the Board of Directors, legislative offices, the public, and the press.

In the absence of the CEO, and as directed by the CEO, the COO shall direct the operations of NMLA, with the full authority granted by the CEO. The COO will perform all other duties and responsibilities as may be assigned by the CEO.
